President Biden and South Korea’s new president, Yoon Suk-yeol, have a historic opportunity to forge a closer U.S.-R.O.K. alliance. Two Presidents, One Agenda: A Blueprint for South Korea and the United States to Address the Challenges of the 2020s and Beyond is a series of articles that present the two presidents with specific policy recommendations addressing the most significant security and economic challenges and opportunities the two allies face in the years ahead. The articles are divided into two major categories: the shifting geopolitics of Northeast Asia, and economic and trade issues. There are 12 topics total under these two major areas.
For each of the bigger geostrategic and economic issues, prominent experts – one from the United States, the other from the ROK—present recommendations on how each of their countries can deal with these challenges. For more narrow issues, a single expert, either American or Korean, offers recommendations. All of the writers are leading experts in their field with significant scholarly credentials. In addition, many have extensive government experience as well.
Given all the shifts transforming the international environment, the United States and South Korea cannot afford a “business as usual” approach to their relations. This essay collection will chart a way forward for both administrations.

바이든 대통령과 윤석열 대통령 앞에는 21세기를 위한 보다 강력한 한미동맹을 이룰 역사적인 기회가 놓여 있다.
“두 대통령, 하나의 길: 2022년과 그 이후 도전과제 대응을 위한 한미동맹 로드맵(Two Presidents, One Agenda: A Blueprint for South Korea and the United States to Address the Challenges of the 2020s and Beyond)”은 두 동맹국이 향후 직면할 가장 중요한 안보 및 경제적 과제와 기회들에 대해 저자들이 양국 대통령에게 제언하고자 하는 구체적 정책 제안을 담고 있다. 이 책은 크게 두 부분으로 구성되었다. 첫 부분은 동북아시아의 변화하는 지정학적 상황을 다루고 두 번째 부분은 경제 및 무역 사안을 다루면서, 총 12개에 걸친 의제를 포함하고 있다.
각각의 전략 지정학적, 경제적 사안들에 관해 한국 전문가 1명과 미국 전문가 1명이 각국의 대응 방안을 소개한다. 보다 협소한 의제에 대해서는 한국 또는 미국의 전문가 1명이 제언을 제공한다. 이 책의 모든 저자는 높은 학업적 성취를 이룬 각 분야 최고의 전문가들이다. 뿐만 아니라 여러 저자가 공직에서 많은 경험을 쌓았다.
국제 환경을 완전히 탈바꿈시키고 있는 여러 변화에 비추어 볼 때, 한국과 미국은 더 이상 양자 관계 및 양국이 직면한 공동 과제에 대해 “일상적으로(business as usual)” 대응할 수는 없다. 한국과 미국의 대통령이 이처럼 무수히 많은 과제에 대응해나가기 위해서는 여러 전문 정책 입안자들 및 학자들의 구체적이면서도 혁신적이고, 행동 가능한 제언을 필요로 한다. 이 책은 양국 정부 모두에게 앞으로 나아갈 방향을 제시해 줄 것이다.

Dr. Sue Mi Terry, Director of the Hyundai Motor-Korea Foundation Center for Korean History and Public Policy, is widely recognized as one of the world’s foremost authorities on the Korean Peninsula and Northeast Asia. She has had an extensive career in the U.S. government, academia, and the private sector.

Dr. Sue Mi Terry is Director of the Hyundai Motor-Korea Foundation Center for Korean History and Public Policy. Prior to joining the Wilson Center, Dr. Terry served in a range of important policy roles related to both Korea and its surrounding region.
Formerly a Senior Fellow with the Korea Chair at the Center for Strategic and International Studies (CSIS), she served as a Senior Analyst on Korean issues at the CIA (2001-2008), where she produced hundreds of intelligence assessments--including a record number of contributions to the President’s Daily Brief, the Intelligence Community’s most prestigious product. She received numerous awards for her leadership and outstanding mission support, including the CIA Foreign Language award in 2008. From 2008 to 2009, Dr. Terry was the Director for Korea, Japan, and Oceanic Affairs at the National Security Council under both President George W. Bush and President Barack Obama. In that role, she formulated, coordinated, and implemented U.S. government policy on Korea and Japan, as well as Australia, New Zealand, and Oceania. From 2009 to 2010, she was Deputy National Intelligence Officer for East Asia at the National Intelligence Council. In that position, she led the US. Intelligence community’s production of strategic analysis on East Asian issues and authored multiple National Intelligence Estimates. From 2010 to 2011, Dr. Terry served as the National Intelligence Fellow in the David Rockefeller Studies Program at the Council on Foreign Relations in New York.
Since leaving the government, Dr. Terry has been a Senior Research Scholar at Columbia University’s Weatherhead East Asian Institute (2011-2015), where she taught both graduate and undergraduate courses on Korean politics and East Asia.
She holds a Ph.D. (2001) and an M.A. (1998) in international relations from the Fletcher School of Law and Diplomacy at Tufts University and a B.A. in political science from New York University (1993). She was born in Seoul and raised in Hawaii and Northern Virginia.
